which sander is better? an electric sander or pneumatic sander. Orbital. will there be a huge difference.

Which ever you can more easily use. If you have a nice shop, good compressor, air dryer, the whole nine. I would use air.

If not, well. Electric tools.... no maintinance.

I too would agree it depends on your setup.  Be aware that air sanders use a ton of air, so if you don't have a big compressor I wouldn't even consider a pnuematic.

I personally don't think you will see much difference in quality between the two of them.
