I just installed an eclipse cd 3200 in a '01 pontiac grand am. I hooked up the BROWN / black wire to the green wire in the radio harness (pin a7) but have no steering wheel controls. I don't see anything in the manual about programming or which wire to hook up(I've tried both).

You need a PAC SWIECL2 to make the steering wheel controls work. It will interface to the wires on the Eclipse.
