can a set of 100 amp breakers be wired to allow a 200 amp load

Yes you can parallel the 2 breakers for a 200 amp device.   If you begin having power issues after a couple months, switch to an ANL fuse setup.

power issues? what? n why?, is splitting the power path bad or something? i was leaning toward breakers at the battery vs fuses, cause i can get a 100 amp breaker for $10 vs a 200 amp breaker for $60, that's all.

There is no problem paralleling the 2 breakers.  The problem is the fact that it is a breaker.  They are more trouble than they are worth.
