Can I go smaller to bigger gauge when wiring or is it bigger to smaller?I am uncertain about this. getting ready to install fog lights on gmc sonoma.

Is there an amperage or wattage rating on the lights? If so, what info do you have? How many lights?
I do not understand your question. As long as the smallest piece of wire in the circuit can handle the current drawn by the lamps you will be fine.

Total light draw, 2 lamps, 10-15 amps, as long as your wiring is rated at that or above you're OK.

You can always go bigger gauge (fatter copper/conductor).
It's like water & pipes...
