Hi, Just wondering if its possible to make this for the 80 price they are asking for. I know its probably real simple , but I have not worked with relays before.

Do you want it to have a switch that causes the lights to do this? Or do you want it to do that when you hit the brake light or the turn signal?

I think they work off the turn signal dont they?

oh I know how to do some electronical work. Got as far as basic amplifiers. So Just guide me through a bit, Im rusty.

The basic principal of the lites are delayed timing. It looks for a signal from say your turning signal and delays one output a certain millisecond later and then another output a certain millisecond after that. What you are doing is cuting the second and third light wires and taping them into the timed outputs. I personally don't know how to do this but, I am sure a good eletronics store can help you out.
