Multi-Meters will let you check Voltage, Current, Ohms. Some higher grade ones will also let you check frequency, capacitance, and inductance. The best source to find out how to use one is the user manual that comes with the meter.Another source is your local Technical-Vocational Institute.

A Multi-Meter is a very useful tool.

Good luck,

This is a good one with all the basic features you will ever  need for about $10 , but they start at around ten dollars and go into the hundreds. https://www.northerntool.com/webapp/wcs/stores/servlet/ProductDisplay?storeId=6970&langId=-1&catalogId=4006970&PHOTOS=on&TEST=Y&productid=12496&categoryId=0
