I need a device so that when a constant negative signal is stopped it will send a negative pulse for about a second.

Im not totally understanding your question. What exactly are you trying to make/do? Had a fairly decent idea typed up and ready to send but i would rather find out what your trying to do 1st so my post doesent look like i was high when i typed it = )
