Need some suggestions in trying to reduce the voltage to a 12 volt windshield washer arm motor that we are trying to use to spin a mounted rim, but the porblem is that it spins too fast, any suggestions or ideas?

use some type of variable resistor, like a dimmer switch out of like a '70s pick-up.  Not to expensive and should handle the load.   That way you can vary speed to your liking.
