I have a 95 maxima. well i haven't been able to test the fuses b/c none of them will light up so i and none of them have been blown. . I have checked ever fuse in my car and replaces every fusible link. Still my radio, power locks, power window, and clock don't work.
hi what is your battery voltage and what do your cables look like i seen cable look good and votage on the end of cable but resistance so hi nothing substantial getting through

I mean no offense by this, if you are replacing fuses without even looking at them or checking them, troubleshooting an electrical problem isn't something you will learn to do overnight.
a fuse will pass current and open when the current exceeds it's rating.
most fuses have exposed contacts on each end to allow you to test it.
0 volts with a meter means it's good, or 0 ohms...although I wouldn't do too many resistance checks on powered circuits.
you can even use a test light! if it lights.....then you have an open fuse (if the rest of the circuit is closed)
anyways....your problems are obviously not in the fuses, so I will recomend some suplemental reading:
haynes manual for your car....read section on electrical troubleshooting.
buy a multimeter.....read the instructions for the multimeter
infact...those two things will pay for themselfs, probably within this first fix.
