1997 tahoe winshield wipers and drl light

I recently have been having problems with my 1997 chevy tahoe 5.7 liter 4WD.   I've had it for almost 2 years and the DRL have never worked,  The green light is illuminated in my instrment panel but they do not work.  Also my high beam flashers do not work unless i have my lights turned on.  Here recently my  wipers have started acting funny , I turn them on and sometimes they do not work.  I can hear the motor humming as if it is trying to work but they will not move.  The strange thing is it does not happen all the time.   I think that all these problems are related.  I have 150,000 miles on my truck, If anybody has a tahoe and has had similar problems or knows how to fix them please help a brother out.

P.S.  The local Checy dealers is a major chain dealership and they are rip off artists, so i am reluctent to take it to them,  Also my low feul warnig lamp never comes on.:errr:
