I'm trying to design a circuit to control my blower speed manually for my HVAC system in an 91 vette.  I bought a relay and a rheostat but,  not  now I'm totally confused and dont really have a clue what to do next. I would appreciate any help in this matter.

Try a multi position switch with the resistor coils from a car in the JY.

in my car the blower swtich grounds the relay in any position other than off. Each different position routes the positive side through a different sized coil (resistor) which is inside the blower duct, probably for temp correction reasons...I'm not really sure. Anyways, the relay allows current to the motor, the switch choses different paths for it to take.
