i've always been taught that to make somethign work with electricity, you need to make a circuit. well i keep hearing about running a positive wire to something then just running hte negative to ground. are people meaning make a circuit with the negative and include a ground, or just run it straight to ground, like the frame of a car or osmething, which is to me what i keep hearing and doesn't make sense

Ground in a car is somewhat different than in ac home wiring.  In a car the negative side of the battery is bolted straight onto the frame of the car, therefore grounding something to any metal of the car that is connected to this battery's negative terminal (basically 95% of all metal on your car) will provide a very good path to complete the circuit.  Simple explanation is that in a mobile electronics environment the terms ground and negative are basically interchangable.  Hope this makes sense or helps in some way.
