kind of i would asume, but you use epoxy instead of resin which is a bit more pricey, and you have to sandwich the cloth with sheets of acetone (sp?)(plastic). I would make the project out of fiberglass and then lay one carbon fiber cloth ontop of it and so on...

i haven't done this before so i might be wrong...

There are many ways to accomplish working with CarbonFiber.  If you want to save money, then yes, you can use all the fiberglass you want / need, then lay a layer or two of carbon fiber on top to have the "look," but if you are building something like a hood of a car and want it to be strong yet have lite weight, I would use all carbon fiber, yet the price can be expensive.

Currently, there is a bit of a shortage in the industry for carbon fiber

yes it is basically like fiberglass however you either can use a celar casting resin or a 2 part epoxy to lay over the weeve and well sanding, buffing clear coating al these things have to be done instead of fiberglassing where you have many options on wether you want to paint or cover the item. with carbon fiber not only is it costly it does have its pains it can be very anoying but it can also look amazing so you have to take that into effect as well.

To short on carbon fiber, switching to kevlar. Similiar look 1/2 the price.
