i am new to these forums but i recently purchased 2 Powerbass Xtreme 3XL-12D 12" Subwoofers and it says that they are designed to work in a ported enclosure, and i was reading up on a lot of fiberglass enclosures but all of them are sealed and i was wondering if there is any way to make a custom enclosure for these and have it ported?

make the enclosure with a "speaker ring" type mount to later add your  port.  After you measure the volume of the box and calculate the length of your port, attach it to your mount.  You can get ports at selectproducts.com or partsexpress.com.
