Whats is that black textured spray that some companys put on their MDF enclosures? Does it make the subs sound better? Can you spray it on a fiberglass enclosure?

I have used rubberized undercoating made by 3M before.  It gives that black textured look but what I use it for  is to help seal the MDF and create a more airtight box.

It can be used to seal the box, but I find the roll-on stuff better at sealing. The main point for doing this however is to add mass to the walls to help isolate the sound and reduce the destructive sound output from coming out of the box.
