If I need to combine 2 pieces of FB together, what is the strongest material to use? Cement? Or just wrap the 2 pieces together in mat and place resin on them? Thanks.

use flash glue and then fiberglass over to make one piece

I would just FG the pieces together. Rough the edges to be bonded together and about 2" up the sides with 60 grit sandpaper, mat the pieces and resin from both sides. (if possible) Then sand that back down and finish the project.
