i have a 99 honda civic and im wondering is anyone know how to mod it so that i can run both light together instead of my lows turning off when putting on my highs. Im new at this... Jamie

You can't! Your bulb is a dual filament. 1 bulb for both high and low. A 9003. The bulb itself will not take the heat of BOTH filaments being on. And I doubt the headlight assembly would as well. -------------

Sorry i forgot to mentionned a very important detail. I have after market headlights with 2 seperat bulbs now. one is projector and the other is the regular style. so I have 2 bulbe per headlight now

not realy because many cars have done that and no problems of what i know. Im not sure exactly how to do it, but ive been reading and it basicly seems like all i have to to is tap both realys together wih and diode or something like that..maybe

In addition to this site's disclaimers about how you are entirely responsible for what you do to your car, I'll offer that I, C Renner, am personally not responsible if your headlights melt, catch fire, or any other bad thing, yada, yada, yada. You need to watch them for any sign of trouble if you're going to connect them as such.
That said, all you'd need is a relay. Wiring will depend on whether the bulb circuits are switched (+) or (-).
If the bulb circuits are (+) switched:
85 - ground
86 - high beam wire
87 - 12 volt constant fused, wire gauge equal to or larger than the existing headlight wire, and connected directly at the battery.
30 - low beam wire
If the bulbs are (-) switched:
85 - high beam wire
86 - 12 volt constant fused
87 - ground(same wire constraint as previous)
30 - low beam wire

so what your saying makes sence, but where is all tis connected to my headlight wiring so that its all activated on me stock headlight switch for high and lows?? And your saying that i only need one relay? some other guy on another site said that i needed 2?? is it possible to get a diagram made up?

The relay setup I gave you should activate both left and right low beams whenever the high beam is switched on.
What you need to do is verify the exact way the lights are switched. Once you've metered the wires AT THE BULB to determine whether they are switched ground or switched 12v +, try manually applying that ground or 12 volts to the switched bulb wire to see what happens. You should manually apply this through a 30A fuse so that in the unlikely event that the switched wires at the bulb are connected to anything at rest(i.e. with the headlight switch off) you don't fry something.
If manually grounding or sending fused batt. voltage to the wire at one bulb activates them both, you're golden. If it only activates one, you'll need another relay wired the same way for the other side headlight. If it blows the fuse without any light, you'll need to connect the relay slightly differently; post back or PM me if that's the case.
Just to reiterate once more - the only wires you should touch are the 3 wires that go directly to the headlight bulb! It is not necessary and against my advice to touch, strip, cut, meter, etc., any other wires on the car for this test!
