My passenger side headlamp is n/s, I checked the fuse and changed the bulb, both good.  Are there any realys between there that could cause this problem.

It's a 2002 Ford Windstar SEL.

fuse f1.9 in the battery junction box   is there power to the light green / red wire ? if there is then check your light green white this is the (control) side or ground side if there is no ground check the wire between your FEM (front electronic module) and the headlight connector thats what controls your headlights in this van pin 3 of the headlight connector and pin 7 of the FEM its a 17 pin connector not sure of the color of it on the headlight connector pin 1 is high beam control pin 2 is power and pin 3 is low beam control    hopefully this will help you
