headlights wont work?

Vehicle -
1991 Chevrolet Camaro.
pull switch - Off<running lights<on.
I pull the switch one phase, the running lights come on, i pull the rest of the way (when headlights would normally come on) and the headlights do not work. What problems could cause this? Switch, relays? Any help appreciated.

Switch, Relay, lamps or Fuses.

I would start by testing voltage and ground at each head light and then work back.
