I have a set of HIDs installed on a '93 Chevrolet Lumina, and they worked great for nearly a year. The other day they just wouldn't turn on.  I began troubleshooting and noticed the connectors that power the ballasts are only getting 1.5V when the lights are on (not nearly enough to power them).  The original headlight circuit itself is still geting 12.4V.

My question is this, what would cause the HID connector to suddenly lose its conductivity when nothing else has been altered in nearly a year? Or how could it even be pulling only 1.5V when there are no breaks in the wiring and its source is 12.4V?

Connectors often break their connections - hence the common practice of break & make all connectors (as well as rotate fuses).

Start checking upstream for the bad connection or fuse.
