I am wanting to install led lights that when i give power to them, they will sequentially turn on with a .5-1 second delay in between. I think that this would be an awesome idea for dash lights, but know how to go about wiring it.

Take a look at HidPlanet.com you can find some serious lighting projects on that forum everything you need to know about HID and LED lighting can be found there. I am also a contributing member there as well. Azdave is a moderator there he has alot of exp with building sequential tail circuits.

The simplest might be a clock (555 of logic gates) clocking a CD4017 counter (10 outputs), or a voltage ramp feeding a LED dot/bar driver (typically up to 16 LEDs).   

The simplicity depends on how may LEDs in sequence you want, and their power requirement.
