I was recently trying to install 2 blue SMD LED strips off of the 12v outlet in my dash. Before i cut the 2 outlet wires (I did not intend to use the outlet anymore) the outlet worked fine because i used to charge my phone sometimes. I then cut the wires and stripped them, the the orange and the black wires accidentally touched and made a little spark. After that i checked the voltage with my DOVM and there was absolutely no voltage. Due to the fact that the wires now have no power i cannot wire my LED's off of it. I checked all fuses 25A and under and they were all funtional (because i thought i might have blew a fuse), but i read the fuse schematic and i am not even sure which fuse is for that outlet  or if there even is one.

The outlet is protected by a fuse.  The fuse IS blown.  Since we have no idea what vehicle we are dealing with, it will be impossible to tell you where to look.

2005 saturn ion 3, there is a fuse block under the hood that i beleive is the only one

Isn't the battery in the back on that along with a fuse box ? I know the regular Ions have the battery in the trunk

Bottom right corner, labeled Pwr Outlet.

The instrument panel fuse block is located near the driver's side right leg. To remove the fuse panel cover and access the fuses and relays, loosen the screw on the cover and remove the cover.
