In short:

When the car is off, there is steady power to the harness with the hi-beams
on. I installed a relay, so I can run HIDs off the battery, the relay
latches just fine when I turn the hi-beams on, motor not running. However,
As soon as you start the motor, the relay starts to buzz, the power has
changed from constant to a pulsed of some sorts, the HIDs will not stay
on anymore.

What do I add to the circuit to keep the relay latched, instead
of turning on/off so fast (as indicated by the buzzing sound)?

Looks like a 470uF 35V Cap installed on the coil...
