There should be a resistor under the hood some where.  You might unplug it and see if that does it.  Im not sure where it is located on that car.  Can i ask why you want them disconected?

I found one resister that shut them off but it also runs my fuel pump i dont know if there is a way around that or not without rewiring the fuel pump i would rather not go that way just for driving lights if you have any other suggestions they would be more than welcome thanks

You could try and take out the bulbs! (i guess there is 2 seperate bulbs for blinking ang running, no?)

no because the power for both turn signal and running lights are on the same wire and i dont want to run a new wire when theres already one there
