My 99 Durango's fog lights dont come on.  When I probe the wires to the lights it reads +12v on both wires.

Everythig else works fine.  Anyone have any thoughts?

Blown bulbs? Take them out and check the filaments on them to see if they are broken in the center. Or as simple as the switch for them being turned off accendently, hey it happens to the best of us. Post your results.

Let me give a little more information:  I unplugged the connector and checked the continuity and voltage at both the wires.  The solid blue has +12v and the blue with black stripe has +12v.  When I turn the switch on nothing changes.  I found out that the blue with black stripe is supposed to go neg. when lights are on.  But it doesn’t.  I also tried to replace the relay.  Same result.  The only thing I haven’t replaced it the switch.  (That is a very expensive part)

Ideas?
