Hi All,
My 1999 Dodge Caravan has a tricky electrical problem I can't yet solve.  Both front left and right low beams do not work, but the high beams do.  YES, I have replaced the bulbs and this is not the problem.

A voltmeter on the plugs for the bulb register ~12VDC for the high beams, as expected, but no voltage for the low beams (no surprise they aren't working!).  Swapping the relays for the low and high show that the low relay is fine (high beams continue to work while using it).

The only other thing I can thing of is a ground fault, and I don't know how to pursue this.  Any other suggestions on simple things I may have overlooked (e.g. low beams tied to other electrical systems?).

Headlight lt. GREEN/ orange  -  at light switch

Make sure that this wire is receiving a (-) when you turn on the switch. Try to jumper a wire to ground to trigger this. If it works, then you have a faulty switch.
