Could this easily be done with some relays and capacitors.

I would like ot think so. I assume a resistor, used to charge the cap up, makes it slowly build in intensity, and then as the flasher switches, the cap slowly discharges. I'm not sure of the kind of values you'd need, and don't have my formula resources with me to figure it out right now, but maybe a little later...Probably someone else could help too.
