I have neon bars that are supposed to be hooked into a 12 volt cigarette plug. I dont want mine hooked into the cigarette plug so is there any way i can cut the wires and hook them up to the battery? If so how would i go about doing this?

yeah. cut the cigarette plug off the end of the wire.   Strip the two wires, and put one on the positive terminal and one on the negative. If it doesnt work, then just switch the positive and negative wires.

I have a toggle switch in my dash that is hooked up to 8 LED lights in my air vents. Could i just run them behind the dash and splice them into the red and black wires?

don't forget fuses.

you'll loose the investment you put into your aftermarket lamps if you do.
