I want to make a flux capacitor like in back to the future but i can't come up with a way of doing it. i was thinking using a neon rope light but i can't find one that flashes

How about a high power LED and some 3M HL fiber optic cable?

Your going to need some side emitting fiber optic. https://www.fiberopticproducts.com/danise/cart.pl?db=stuff.dat&category=Sideglow And some leds. I'm using single K2 led in the picture, 3.7 volts @ 1000mA. If your fiber is small (3-5mm) and short (less than 18") enough you can use regular LEDs, one at each end. Just butt the LED up against the end of the fiber and slide some heat shrink tubing over the led and part of the fiber to hold them together. Use different color leds and switch between them to change the fiber color. Or run both and the fiber will fade from one color to the other along its lenght.
