If you are switching the hot supply to turn on the LED's you would wire in a relay like this:

85 = +12V fused supply (either switched or constant depending on how you want it to work)
86 = ext negative output from 8028
30 = +12V fused supply
87 = output to +12V input of device to turn on

The SEC-8028 Installation Manual shows that the EXT-1 and EXT-2 outputs can be programmed to be a latched output. This way you can just push the button to turn it on, then push it again to turn it off. If these are both in use now, I would suggest swapping the EXT-3 to control what ever is currently contolled by either the EXT-1 or EXT-2. The EXT-3 is not programmable to be latched. This would be a little easier than wiring a relay to become a latching relay.

Hope this helps.
