I know it's a silly question, but.... WHY?

Probably just to catch the driver behind hims' attention when brakes are applied. -You know, how newer cars do it.

This is something I want to know how to do, if it's simple.

well no... I have  like those policd strobes and jsut thought that having the 3rd brake light storbe with the police strobes would be cool.. adds a lil bit of flare to the rear of the truck..

Not illegal.  Flashing red lights are legal as long as they face to the rear.

Visit this site: https://www.watsons-streetworks.com/leds_plus.html  Scroll down to "Brake Light Pulsator" (about 2/3 down the page).  If your 3rd brake light is LED, you may also need an LED Dummy Load resistor (two items above the Pulsator).

here is another model, I kinda like this one better then above link. This one flashes then goes to steady.  It also smart enough to tell if you are bumper to bumper traffic not to keep on flashing and flashing.

correction its legal to have red flashing in the rear if your are parked not if your moving. brake lights that do a quick triple flash to solid are legal though.
