I have 2 vega 124 12inch subs, 800watts max and 400rms each. what amp should i get? Do I need an amp that pushes 800rms?

I always recommend an amp that can put out more power than the speakers can handle...head room is good. The amp will run cooler and put out cleaner power if not pushed to the max

so if i get an amp that can put out more power than the speakers can handle won't i have a chance of blowing the speakers? so if the speaker is 400watts rms and 800watts max i should get a 400 watts rms amp or and 800 watt amp?

If the amp is set up correctly, the subs are in a quality enclosure and not defective its pretty unlikely you're going to damage them whether you run 200w each or 500w each.

Az's point is you can run a larger amp at reduced capacity and have the ideal situation.  IMO that would apply more to the experienced hard core SQ type of listener that is picky about .05% THD vs 0.5% - neither of which they can hear anyway.

This is a pair of dvc 4's, right?  Assuming you don't have an unlimited budget I would suggest something in the 600-800w range at 1 ohm.  More power would be fine if you can find something in your price range that's decent quality.

The Lanzar Opti1400d and Hifonics bxi1206d come to mind.

just because amp amp is "rated" to be "capable" of putting out say 800 watts it doesn't mean the amp will put out 800 watts all the time.

depending on the input voltage and amp settings the amp could be set to put out 100 watts

Not really that simple you will also need to upgrade your electrical system to keep up with your amount of power your wanting. Your looking at about 1g for a amp that will put out that kind of power Then at least 5 hundred for your charging system. Study the Big 3 there is a sticky that will explain all that to you. If you want to play you have to pay.

haha...for a 1000 watt amp it will not cost 1000 dollars...maybe for the super high end amps...but these days power is cheap.

How much do you plan on spending for an amp??

ok i narrowed it down to 3 amps Hifonics BXI606 600w rms @1ohm / Hifonics BXI1206D 1200w rms @1ohm / or Hifonics BXI1606D 1600w rms @1ohm. Which one to power 2 12" dvc at 400watts rms and 800watts max for each.

with that budget you can get a much better quality amp...what impedance are the subs??

I'd recommend this amp...very well built and very good quality amp
