 I heard that if you run a sub at a lower ohm it 's wattage handeling drops is this true?

 No, but the amplifier (to a point) will put out more power.
 Also, it is impossible to "run a sub at a lower ohm".  A subwoofer is rated as a load, specified IN ohms, and cannot be changed.  Multi-voicecoil drivers can be configured to present different loads TO or FOR an amplifier, but the woofer impedance does not change.
