is 1.5 x 12 to small for a port? will i get port noise?

That size is equivalent to about a 4.78" diameter round port.  Whether you will get noise or not depends on what speakers you're using and how much power they will see, and then the frequency of any high-velocity port exit will determine whether you can actually hear it.  You need to model your enclosure using the correct speakers and power to find out.
