i have a kicker 400x1 only 2 ohm stable. the homie has a polk db 12 2 ohm. when metered it fluctuates from 1.7 to 2 ohms. will this cause the amp to go into protect when gain and bass boost is up to high?

This will not be a problem for your amp.  When you use a multimeter to test the voice coil, you are reading the DC resistance of the coil.  This is different than the impedance of the speaker, which is an AC reading.

but y is it that every other subs ive tried reading 2 or more ohms dosnt cut the amp then
