I have a Memphis 16-ST1000D 1ohm stable and two Pioneer Premier TS-W1207D4. I am hooking them up parrallel to get a 1ohm load. I was wondering what type of enclosure would suit these speakers best.

What type of sound are you looking for? Those subs work well in both sealed and ported so you could do either one. It will depend on what sound you are looking for as to what is the better enclosure to choose.

What i want is good clean loud bass. Which type of enclosure would you suggest between sealed and ported. Ive had good results with both types but never delt with pioneer subs before an i want to know which type they perform the best in.

I would build one of each and compare the two listen to each one in various positions..........facing forward , facing back and so on and go with the one you like the best.

You mount this sub into a sealed box of between 1.25 and 1.75 cu ft net airspace.  Brace the box well and feed the sub up to 400 watts RMS.  If your available space is less, no problem for the sub but a little bit of the lowest end will be lost.

Pioneer has not been publishing T/S parameters, it looks like.  Without specific details you cannot successfully design a vented enclosure.  When you read the published data on any sub, look for key words or the omission of key words.  In this case, it is the omission of any reference to vented boxes or tuning freqs that you are noticing.  Thus, sealed is assumed.

-------------
Build the box so that it performs well in the worst case scenario and, in return, it will reward you at all times.
