the right way to use these dist blocks?

I have a distribution block like this https://www.raptor-online.com/product_individual.php?id=169 . It has the screws that tighten down on the cable. Are the screws supposed to squeeze down on the stripped part of the cable or the jacket?

The screws do tighten on the wire. Tighten down the wire and a day later check it. Might need a bit more tightening.

Thats what I thought, the guy at the local shop where I bought it from insisted that it was supposed to tighten down on the jacket. He was just making sure I didnt try to return the block he claimed was for 4 gauge when in reality it was for 0.
