Looking at getting a amp for a friend, something cheap to push a single JL W1v2. Found a Kicker ZX400.1 that is going to end up being pretty cheap online because the description says only that "unit functions but emits high pitch whistle". I would love to have an amp of this power for as cheap as its going for(maybe $50) but do not want to waste money if it is junk because of this "whistling". Anyone have an idea on what it could be without me being able to give any more info? Anything is appreciated

There is a very good chance the problem is not with the amp. but with the current owner's radio. However there is the same type of fuse in the shield path of the amp also. Ask the guy "does it make any noise without the engine running"? And does it make noise if you touch the heat sink of the amplifier? If only when engine is running and does not make noise when you touch it, the problem is his radio. If it makes the noise when he touches the metal of the amp, the amp has the blown fuse. Some of their amps have the fuse on top of the board and they are easy to change. Some are on the bottom of the circuit board and require complete dis assembly of the amp.

Well there is my problem. I work part time at best buy(good discount) and it is a private employee auction . Basically what i am trying to say is there is no "owner" of this amp. It is a return to the store that they cannot put back on the shelf. How best buy got a kicker amp is beyond me because they are not a kicker dealer.  I'll see if i can make an inquiry about the amp. If it is the amp and it is the "shield path?" as you said earlier than is this amp most likely a repair a novice installer can accomplish?

It should be an easy repair.  If there is even anything wrong with the unit.  Buy it and try it.  If it is broken, I am sure we can get it repaired.
