I wanted to know basicly when should you use a crossover or an EQ? Can you use both at the same time?or should it be one or the other ? what are some of the advantages of both of them?

They do completely different things. A crossover limits the frequency band being sent to a speaker. An EQ is a sophisticated tone control (bass and treble.) You might use one or the other or both depending on what your needs are. In fact, all systems use some form of both of these.

How would you know when to use one and when not to? I pretty much understand what the eq does but the crossover is what i really dont undestand. Dont most amps come with adjustable frequency nob.

i use both in my system. i use the crossover to separate the full music signal into high and low and then it sends that signal to the high amp and low amp. crossovers are mainly there to help protect your speakers by not letting them play frequencies they were not designed to play and by doing this it also makes them sound better.
and eq is basically a glorified volume control that is split into many frequencies. you can adjust the level of individual frequencies and the ones around them. in SQ it is used to "even out" the sound and compensate for the effects of the interior of your car. different materials absorb certain frequencies and other materials reflect certain frequencies so if you can find out which ones are being absorbed you can boost that frequency on the eq. likewise, if you find that certain frequencies and being reflected too much you can lower those frequencies and make it sound as close to flat as possible.
