one 12 at 400 watts or two at 175 each?

would 1   12 running 400 rms be louder the 2 12 running 175 rms each

That depends on the speakers and the enclosures.

and the box is a sealed 1.5 qf

would that be 1.5^3ft per sub if you had 2 of them? or 1.5 shared(.75 each)? what would it be if you just had one sub?

All else being equal, that speaker has a sensitivity rating of 86 db.  So at a reference distance of one meter, one of them with 400 watts will produce approx. 112 dbSPL.  Two of them with 175 watts each will produce approx. 111.4 dbSPL  The difference to your ear is insignificant.
