My bro has a 82 cutlass and the radios wire has been abused from the previous owner. The wiring diagram isn't on this site. With a voltmeter I found the ignition and ground but the memory aka accesory wire I could fine along with the others . So I made one I tapped into the fuse box 10a fuse and ran some 16 guage wire fused with a 5a fuse and the radio doesn't keep the settings saved. Hey told me in his previous car the radio never saved the settings . How do you test the radio if this feature is dead on the radio. The wire is getting juice so idk.

Connect the Yellow wire of the radio to the orange wire that is connected to the Cigarette lighter.

Yea that was gonna be my first thing I tried. But when I tested it on the voltometer I got a neg 12v on the meter. I looked and I got a wiring code for a 84 cutlass supreme. Would assume the 2 yearr difference shouldn't matter. On the radio the wiring the ignition is yellow and the accessory is red

There is a constant and an acc wire on the radio.  Yellow = constant (all the time, even with the key off) voltage.  Red is to be connected to the accessory wire.

Right I'm aware of that. I found a yellow in the dash and when I switched the igntion off the wire didn't get a voltage. I found another yellow wire hiding in the back of the dash and apparently it tested to be a ground. I looked up a wiring diagram for a 84 cutlass and the wiring colors looked the same, so I'm guessing the wiring has been changed and not orignal so that can be was its not working correctly. So I have a total of three yellow wires. I've done stereos before its just a mess. The ground was yellow too here's the link of a 84 cutlass it looks like the wiring but not exact. I'm gonna ripp it out and try agagain.

I have no idea what yellow wire is looking like ground.  There is one yellow speaker wire and the switched wire.  As far as I remember those should be the only 2 associated with the audio wiring.  I would suggest that you ground the radio to the metal framework in the dash of the vehicle.

I agree with you . I assuming thr previous owner made a ground and used a yellow wire because ground is always black. I tested the wires power ground acc with a voltometer and tesat light and when the igniton was off the wire I made kept a 12v so idk was the radio is not keeping its settings . I might put anothher radio in there to to see how it reacts. I can't think of the model number is but I know the wiring colors

You keep writing yellow = ignition.  Are you calling constant ignition?

No your not understanding what I'm saying. The wiring looks the same as the link I posted above withe the exception there is no accessory wire and a yellow wire that is mounted on the cars dash frame(metal) and happens to be neg. I'm saying someone reired it and didn't bother with color coding it and I think the radio could be bad idk. I'm going to pull it and bench test it
