neither. A proper box.

You have to double the watts to gain 3db and that is usually what another sub will get you also (3db). So technically watts, but a proper box and installation will be the best bang for the buck.

like if i had 1 15 woofer pushing 2000w rms or 4 12s pushing the same watts what would be louder if i had the right box for both

By theory alone, your (4) 12" subs will have 452in2 of cone space. Your (1) 15" sub will have 177in2 of cone space.

Assuming your efficiencies aren't completely out of whack (which I would assume they actually would be in this situation) and the excursions are close (which they won't be) the (4) 12" subs would be capable of moving more air.

If you provide more information (like type of subs you are considering) you could calculate much more.

right now i have 2 Kenwood KFC-W3012 and would buy two more or get a 15 fi btl or 18 fi btl. i want it to be loud..

Those Kenwoods are only rated to 400wrms aren't they? :)
