If i am already running a remote wire do i need to tape the ends of them off or anything so they dont ground out on any metal?

Well that wont effect the rca's..I guess there is a chance that one end would be touching ground and the other end come over and touch inside rca...So sure tape it up...!

That wire has a couple uses.  I think it was put in there to allow you to ground one end with the radio's ground wire, and the other end was to be grounded with the amp's ground wire.  You know how they say it will reduce the chance of noise if your amp and radio are grounded to the same location.  In my opinion, the wire is a bit small to be used for this.  It is large enough to use as a remote wire.
