No it's not. Quality equipment installed correctly shouldn't have any noise in it. It is either an installation issue, or a product issue. I'd recommend taking it to the place that installed the equipment and have them fix it.

Alternator whine? Hiss? Define or describe this "noise/sound"... ALL components will have SOME amount of background noise. It's the electronics, and it cannot be EVER gotten COMPLETLEY rid of. It is literally atomic noise, and it comes from the transistors and all of the other devices inside the component.

Normal? If there is anything but music coming from the speakers thats loud enough to bother me from a normal seating position, that I would consider to be a problem.

If you turn the gains all the way down on both amplifiers, does the noise go away?

yes with all the gains down on both amps, i still here that noise. by the way i got these cheap/non-brand RCA's for my for channel amp.

Bypass the EQ, do you still hear the noise?

Don't sweat it... the low-level hissing you are so loudly complaining of is perfectly normal.
The popping you hear may or may NOT be normal, or more accurately, correct. You didn't tell us what amp you are using, so we can't make any sort of informed decision as to whether the amp is or is not defective. A cheezy amp might not have the best of muting circuits, causing the pops, where better quality gear has better components and better circuitry.

the 4 channel is a Orion Cobalt CO600.4
"A cheezy amp might not have the best of muting circuits, causing the pops, where better quality gear has better components and better circuitry"
that maybe true in my case. before this Orion amp i had an old rockford punch 240x4, and i had no problems with it. so it MAYBE the amp.

What input on the EQ are you using? What level do you leave the volume on the deck. What happen to your 240x4? Bypass meaning: does it make the sound without the EQ hooked up?

"what input on the EQ am i using?" .. . sub input, main input, front L/R input, and L/R input.
deck volume level: 28 out of 35
i had to sell the 240x4.
bypassing .. . haven't try that yet. i will though.
thank you.

Were you having the noise issue before the recent installation of the EQ?

the only issue i had was when ever i changed the tracks or turned down the volume to 0, it would make a popping noise. but when had this EQ installed the popping noise went away; at that time, i had that punch 240x4 amp and had no issues at all.
i had to sell the 240x4 due to payment issues. now i this 4 channel Cobalt and installed it exactly where the 240x4 was installed.

Is the popping noise continuous? Or just once when volume reaches zero, or when the amp turns on and off. So, with the deck volume normally at 28, how high do you turn the vol. on the EQ up? Can you turn it past half way?

The cobalt amp may have an open trace inside the amp. To determine whether or not it does have a problem will require an ohm meter. Do you have one? There are 4 terminals or wires for the front 2 channels of the amp, and there are 4 wires or terminals for the 2 rear channels of the amp. Do you know which 2 of the 4 wires are used to bridge the front 2 channels of the amp?

as of now, the only popping noise i hear is when the 4 channel amp turns off; and when this happens the rear speakers push down.
when i was talking about the volume reaching zero, that is when i had no EQ and i had a Punch 240x4.
yes i can turn it pass half.

yes i do know
do i have an ohm meter? i have one but im not sure if its an ohm meter. it has several of different options on the knob. it has an option of " OHMS RX10 and RX1K .. is this it?

Yes that sounds as though it may be a meter. There are 3 separate ranges, right? Ohms is one range then RX10 is the second range and RX1K is the 3rd, Is this correct? First you will probably need to zero the meter. Place it in the Ohms range and touch and hold the 2 meter leads together. There should be an adjustment that you can turn to make the meter read 0 Ohms. Unplug both sets of RCA cables from the RCA jacks of the amplifier. Touch and hold the black meter lead to the ground terminal of the amplifier, then touch the red meter lead to the shield of each of the 4 RCA cables. One cable at a time. How close to 0 does the meter swing? I need values on each of the cables. Now to check the amplifier. Leave the RCA cables disconnected and touch and hold the black meter lead to the shield of one of the input RCA jacks of the amp. Now touch the red lead to one of the non bridged speaker wires. Either front or rear, the non bridged wires are the 2 wires that would not be used if you bridged the amp. What does the meter read now?

how can i get rid of that "low-level hissing" noise? will a Ground Loop Isolator help? what are they for exactly? thank you.

Have you bypassed the EQ yet?
