if i have a sub that the specs say build a box for 45hz. a sealed box i can build exactly to that, however a ported box do i build around 30-35hz so that it peaks at the hz that i want?

In general you can do anything you like, although I highly recommend modeling the driver in your desired configuration to make sure you aren't going to damage it before you build.  WinISD or Unibox are the programs I recommend for you.
