What causes this? I have verified that the amp is sending a signal to the sub constantly. I know the amp is faulty but what exactly is the defect? I can't remember the brand off hand, but if i could get a general insight as to what might be the problem i would appreciate it. Thanks.

Sound to the sub without an input? It's caused by an oscillation in some section of the amp. It can happen anywhere from the input filters to the voltage gain section to the final output stage.
Gotta search for the oscillation with a oscilloscope, tracing the audio path and testing each section until you find where it originates from.
Try adjusting the gain pot and the filter pot if you have it to see if the oscillation goes away at any setting...

Kicker uses the same type of surface mount fuse the same way Pioneer uses them. Which amp is it? Is it a 2 channel amp?

Have you ever heard the noise caused by the blown fuse in the Pioneer decks? Same type of fuse in the shield of the RCA cable connection. If you see it again, let me know the model number of the amp and I can tell you where the fuse is located on that particular amp.
