We are working on a 1988 Buick Regal, we have the correct bypass harness Metra 70-1855 it is about 4 feet long and has comes with an antenna cable...Nothing seems to plug in. Do we plug in the #1855 somewhere else?

I am familiar with the 1856, 1857, and the ever so common 1858.  I have never seen an 1855.  Metra's website is down at the moment.  I will look at it later to see what I can figure out.

According to Audiovox, the factory amp is located under the glove compartment.  You saying that the harness is about 4 feet long would further confirm that it is under the glove compartment.

yea its basically an amp jumper harness. you plug it into the output side of the factory amp just like you would on a ford taurus where the amp is in the trunk.

The radio amp and tuner box is underneath the passenger side dash at the kick panel. Remove the underdash plastic trim panel. There are two 7mm screws at the bottom edge of the dash close to the kick panel side. Take them out and then you can pull the silver tuner box for the radio out. It will have the plugs and the antenna cable you need.
