If my head unit has 2volt RCA output, would a line driver be a good idea for my JL Audio amps that accept 2-10 volts? And if so can you make a budget minded suggestion?

I am not a fan of line drivers. In most cases, they are not necessary.

no, a crossover is designed for one speaker with a certain ohm load, any change to the ohm load will change the way the crossover works and might not protect the speakers you put on it.

ooo... line driver
i'd recommend a preamp if its that bad
line drivers are usually to be frank
cheap crap that make lots of loud noise
a good preamp cost way more but it may make it sound better (if it uses tubes big sound plus) the common line driver kills your quality
now some line drivers are good stuff they cost to
pre amps usually have equalizers and nice stuff
its your call man

People that don't install professionally often have a fundamental problem with line drivers due to a lack of real world experiences. If you are considering a line driver you should take a close look at the analog processors from Audiocontrol. They give you a nice high voltage line driver and EQ and crossover features as well for not much more dollars.

Having said that, if your deck is only 2 volts the real solution would be to replace your deck with one that has an on-board high voltage pre-amp and processor. If you are hoping to avoid the cost (2 or 3 hundred bucks) then yes you are barking up the wrong tree and should not waste your time and money on a bandaid solution.

So I won't run 2 mids off the same crossover,
does the same go for tweeters? Or can I run 2 tweeters off the same crossover?

If you're talking about a passive crossover, no, you can't.
