Ok, so during the summer i hate getting into a deathly hot car, so i decided i want to make a solar powered fan to circulate air.

The Solar panel:

I looked at a similar fan and read that it pulls around 1.1 amps. Do you guys think that the solar panel would put out enough power for the fan?

The solar panel you show has an output of 2.4W. The fan at 1.1A if at 12 volts would be 13.2W. So no it won't work.

I've used an old Solar Powered Car Cooler with impressive results at times (despite the solar panel being parallel to the window surface).

Otherwise consider PC fans, they have pretty good throughput with low power. But you'll have to add safety grills etc.

But that's why we usually run fans off the alternator/battery - it's cheaper and simpler in most cases.
