Can I safely terminate two #4s in 1/0 lug?

For Ground or power? Either way yes, but if it is for power you can fuse no larger than 150 amps. 4 ga wire is rated at 150 amps. So if 1 of the wires gets pinched and there is a larger than 150 amp fuse, there could be problems.
